Suspect in murder of Ukrainian refugee was out on cashless bail despite his violent history

Decarlos Brown Jr, accused of murdering a 23-year-old Ukrainian refugee on a Charlotte, N.C., train, was free on no-cash bail at the time of allegedly committing the murder. The man was only on a "written promise" to appear in court.

The judge's decision came despite the fact that the 34-year-old had been arrested at least 14 times in North Carolina for crimes ranging from assault and firearms possession to robbery and grand larceny dating back to 2007.

In fact, his mother claimed her son was schizophrenic and should never have been allowed to roam the streets, per The New York Post.

The murder of Iryna Zarutska

Images of the murder of Iryna Zarutska, a young Ukrainian woman who moved to the United States fleeing the war in her country, in the Charlotte subway at the hands of the homeless man were recently made public.

In the video, the attacker is seen stabbing Zarutska in the back while the victim was seated riding the subway. The video shows how Zarutska accesses the interior of the train and sits down right in front of Brown, who is making somewhat suspicious movements. Moments later, the attacker pulls out a small knife from one of his jacket pockets, quickly gets to his feet and stabs the victim.
