Authorities believe Zhao acted alone. This incident is the second mass shooting the state has experienced in three days. It came a day after another mass shooting recorded during Chinese New Year celebrations in Monterey Park, California.
Gov. Gavin Newsom said he learned of the news of the shooting while at a hospital meeting with victims in Monterey Park. "Tragedy upon tragedy," Newsom tweeted.
