Voigt was born in Florida and was the first Venezuelan-American woman to be crowned Miss Utah USA. Born to a Venezuelan mother, Jacqueline Briceño de Zulia, and an American father, Jack Voigt, a professional baseball player, the model has always been proud of her roots and has defended the Spanish language.

I am honored to be the first Venezuelan-American woman to hold the title of Miss Utah USA, and I am truly looking forward to breaking barriers and bridging the gap between communities by being able to speak Spanish and connect with the large Hispanic population in Utah.

Noelia Voigt beat Miss Hawaii, Miss Pennsylvania, Miss Texas and Miss Wisconsin in the final round. When asked what she would bring to the Miss Universe Organization as a "brand ambassador," Voigt highlighted her status as a "bilingual Venezuelan-American" and promised that she would connect with diverse communities in the United States.

I believe the ability to connect with people is an incredibly important asset that a Miss USA should have. The United States of America is an incredibly diverse country, probably one of the most diverse in the entire world. So being able to connect with everybody is important. As a bilingual Venezuelan-American woman, I plan to connect with that community of people because the United States of America is a diverse country and a Miss USA needs to be able to represent every community no matter their background, their race, their ethnicity, anything and I would like to be that Miss USA.

Venezuelan-American model Noelia Voigt is the successor to Morgan Romano, from North Carolina, who took over the role after the original winner, R'Bonney Gabriel, became Miss Universe 2022.
