Republican congressmen allege Biden participated in "criminal scheme" of international bribes and payoffs
Chuck Grassley and James Comer claim that the FBI possesses documents linking the president to citizens of China, Kazakhstan, Mexico, Russia and Ukraine.
Congressmen Chuck Grassley and James Comer claimed to have information showing that the FBI possesses documents implicating President Joe Biden in a pay-to-play bribery scheme "related to the exchange of money for policy decisions."
The Republicans indicated that they knew of the existence of a document - known as FD-1023 - thanks to an anonymous whistleblower and alleged that "the information contains an alleged "criminal scheme involving then Vice President Biden" with citizens of China, Kazakhstan, Mexico, Russia and Ukraine:

In a letter addressed to the attorney general, Merrick Garland, and the director of the FBI, Christopher Wray, the congressmen report that "Congress will proceed to conduct an objective review of this matter, free from agency influence," as "the Congress will not be able to make a decision on this matter without the influence of these agencies. DOJ and FBI appear to have valuable and verifiable information that they have not disclosed to the American people."

Comer - chairman of the House Oversight and Accountability Committee - commented that "the information provided by the whistleblower raises concerns that then Vice President, Joe Biden, allegedly participated in a bribery scheme with a foreign national."
The congressman stated that his committee issued a subpoena designed to compel the FBI to release the document with a deadline of May 10. The subpoena requires the office to turn over all FD-1023s containing the word "Biden" and all attachments and enclosures.

For his part, Grassley - ranking member of the Senate Budget Committee - criticized the politicization of the agency and asserted that "the FBI's recent history of bungling politically charged investigations demands close congressional oversight."
The Republican commented to Fox News that "the American people deserve transparency from the FBI" and assured that if the document "is as explosive as what we hear, it will be very difficult to get it... but we know it's not classified now."
The corruption of the Biden family
Although the FBI information refers to alleged wrongdoing by President Biden and does not necessarily involve figures linked to his family members. Grassley and Commer cited the importance of the document in their corruption investigation of the Biden family. They alleged that the president met regularly with people who did business with his son Hunter and his brother James internationally.
