Funding under scrutiny in California? Links revealed between Gavin Newsom's major donors and China's intelligence network

An investigation based on election records and declassified FBI documents revealed that the Yin family, prominent franchise business owners in California, allocated more than $4.4 million in political donations to prominent figures in the Democratic Party, including Gov. Gavin Newsom and former Vice President Kamala Harris.

The report sheds light on the clan's close historical ties to Fang "Christine" Fang, an alleged intelligence agent for the Chinese regime who operated in the state's political circles before fleeing the country in 2015, as reported by several media outlets, including CBS News.

FBI documents reveal that the family patriarch, Chei Chen "CC" Yin, maintained a working relationship with Fang through the organization he founded, the Asian Pacific American Public Affairs (APAPA).

This organization, dedicated to placing interns and advisers in government offices, served as a platform where the alleged spy interacted directly with local and federal politicians.

Million-dollar donations to key figures in the political establishment

According to records from the Federal Election Commission and the California Secretary of State's office, the Yin family contributed nearly $3 million to state political causes and another $1.4 million to federal campaigns.

Gavin Newsom received more than $364,000 for his campaigns, as well as $80,000 for his 2019 inaugural committee and $50,000 funneled to a nonprofit organization at his request.

Similarly, California Lt. Gov. Eleni Kounalakis raised $221,700 from the family and their companies, while Harris' campaigns received $214,300 between 2019 and 2024.

Congressman Ro Khanna, currently a senior member of the House Committee on the Chinese Communist Party, received $15,800 and at one point retained the patriarch's brother, Henry Yin, as a volunteer adviser.

Contacts with Beijing's network of influence

Analysis by national security experts highlights that Henry Yin, who held executive positions at APAPA, participated in at least 10 events in China organized by the United Front, the Chinese government's arm responsible for influence operations and co-optation abroad.

Official Chinese publications even described him as a key contact for commercial interaction and talent recruitment between California and the regime.

CC Yin also played a facilitating role in official diplomacy, having been credited with coordinating the initial outreach that made possible Newsom's visit to China in October 2023, a trip during which the governor met with Xi Jinping accompanied by Henry Yin in his capacity as an advisor.

National security experts point out that this type of fund channeling and institutional outreach reflects a common pattern of the United Front to deflect political scrutiny of Beijing's interference.

Although CC Yin strongly condemned any attempt at foreign interference and APAPA executives denied any institutional ties to the Chinese regime, the case reignites concerns about the vulnerability of local political structures to external influence operations.
