An Argentine federal court ordered the international capture of Venezuela's dictator, Nicolas Maduro. According to the ruling by judges Pablo Bertuzzi, Leopoldo Bruglia and Mariano Llorens, members of the Federal Chamber of the City of Buenos Aires, who mentioned "tortures, kidnappings and executions" by the Venezuelan regime.

The ruling, to which Infobae initially had access, ordered the "inquiry and capture" of Maduro and Diosdado Cabello, Venezuela's Minister of Interior and Justice, accused of being responsible for a "systematic plan" against its citizens.

"We note that the testimonies convey eloquently the experiences suffered by the victims -which seem to exhibit a common pattern in the state actions-, and are reflected in the various reports of international organizations that specifically expose the controversial characteristics of the Venezuelan rule of law, the persecution - kidnappings, tortures, murders- of the civilian population and the disinterest in complying with democratic rules. These connotations show that, at this stage of the proceedings, the collection of evidence is sufficient for the judge of first instance to order, without further delay, the summoning of Nicolás Maduro Moros and Diosdado Cabello to testify," the judges wrote, who unified all the cases filed in the Comodoro Py courts.

"In consideration of the seriousness and transcendence of the facts, but especially, that they are denounced as executed by the very structure of the Venezuelan State, and that they would continue to be perpetrated to this day, in order to avoid a hindrance in the investigation, put an end to the continuation of the criminal plot and avoid future victims suffering irreparable human rights violations, it is appropriate to order the immediate arrest -via Interpol- of Nicolás Maduro Moros and Diosdado Cabello, for extradition to the Argentine Republic," they added.

At the same time, the ruling ordered "to proceed in the same manner in relation to the structures of the intervening commando organizations that were identified or those others that remain to be identified."

The arrest request, it was filed by attorney Tomás Farini Duggan, legal representative of the Argentine Forum for Democracy in the Region (FADER), headed by Waldo Wolff and supported by the International Freedom Foundation.

"The arrest warrants put name and surname to the worst autocracy in the history of Latin America, which has generated millions of displaced people, thousands of extrajudicial executions, forced disappearances, torture, rape and other crimes against humanity that the regime headed by Nicolás Maduro perpetuates in a systematic way to generate terror in the civilian population," the lawyer said in an interview with Infobae.

Last April 5, the Federal Chamber of the City of Buenos Aires ordered to reopen the investigation into the actions of Maduro's regime, considering that these were crimes of "extreme gravity."
