The historic mugshots of Donald Trump and 18 other co-defendants were big news, but there could have been more. The grand jury that indicted them actually recommended indicting a total of 39 people for allegedly trying to reverse the outcome of the 2020 election.

Fani Willis decided not to charge 21 of them, including Senator Lindsey Graham, former Senators Kelly Loeffler and David Perdue, and Trump's national security adviser Michael Flynn.

This was revealed in a report prepared by the grand jury after hearing the evidence presented by Willis and her team. Although the first part of the document went public in February of this year, the Department of Justice didn't publish the remaining pages until now.

The Fulton County district attorney not only omitted several names recommended by the grand jury but added another: Michael Roman, a former Trump adviser who Willis claims was part of the alleged effort to recruit alternative electors in 2020.
