Biden administration spent $175 million on grants and contracts to promote gender ideology
An investigation reveals millions of taxpayer dollars spent on programs studying topics like "how to undermine authoritarian regimes with a gender perspective." HHS and USAID are the top spenders.

An investigation by the American Principles Project (APP) highlights the Biden-Harris administration's ongoing wasteful spending to promote gender ideology. The investigation reveals that the previous administration spent nearly $175 million on grants and contracts to promote wokism during its time in office and beyond, as some commitments extend past the end of the administration’s term.
According to APP, "At least 341 grants awarded by the Biden administration were identified as promoting gender woke ideology, worth more than $128 million in committed federal funds." The data was collected "through keyword searches entered into the USA Spending database."
HHS and USAID leaders in grants to promote gender ideology
By total amount, the Department of Health and Human Services (HHS) led in grant disbursements, with Xavier Becerra’s team committing $83,731,895.39 across 60 activities. The United States Agency for International Development (USAID) followed with $17,983,753.00 in eight projects, and the State Department, which awarded the most grants, came in third with $14,396,374.99 across 209 grants.
Additionally, APP found that 63 contracts worth over $46 million were signed. The largest expenditure came from USAID, which committed $31,783,765 to 14 projects. The Department of Defense followed with $4,495,835 spent on seven contracts.
Programs to export wokism internationally
APP highlighted several funded programs, including a $3,999,619 grant to "promote the safety, agency, well-being and livelihoods of LGBTQI+ people in Uganda" or the $3,592,500 given to Outright International for "the Alliance for Global Equality and its mission to promote LGBTQI+ people in priority countries around the world."
Additionally, while the amounts are smaller, the Department of Defense invested $349,399.79 in contracts to "research reports on how to undermine authoritarian regimes using gender," and the Department of Agriculture paid $600,000 to Southern University A&M to "study menstrual cycles in transgender men and people with male, intersex, and non-binary gender identities."
Best example of "the disgusting corruption that has taken hold of Washington"
APP Chairman Terry Schilling denounced that "nothing could better exemplify the disgusting corruption that has taken hold of Washington" than the findings of this investigation. Schilling expressed regret that taxpayer money has been used by Democrats "to push their radical gender agenda here at home and around the world," adding that hundreds of millions of dollars have been wasted on programs promoting the idea that human biology doesn’t matter."
Schilling said he was hopeful that APP's work could be leveraged by Trump and the GOP to fulfill the "mandate to drain the swamp" that Americans gave the party last November.
